I think most people sort of understand what she is getting at. But you cannot deny this is a jumbled up sentence: "the climate crisis is real, that it is an urgent matter to which we should apply metrics that include holding ourselves to deadlines around time." There is no question about holding ourselves to deadlines, other than the unnecessary "around time' part. It's more clear to say that directly without the part about "apply metrics". If you bring up metrics, you should also mention what other metrics are applicable. This is a long-winded and confusing sentence and normally people expect more from politicians, especially someone who used to be an attorney.
