The promotion $ also comes from this pool, which means in order to get you10%, you would need to take 8% from others ( maybe 1% each person). For non in seat promotion, typically its 10-20%, normally 20% is the cap unless you have a really good reason to get exception approval from HR, comp, and senior executives.
