本来想说lame duck,但lame duck应该是指辞职给了notice但还没有last day的那段时间 看上面的empty suit挺符合的啊: “empty suit” is used to describe someone who holds a high position but lacks the necessary skills or knowledge to perform their job effectively. It is often used in a professional setting.
ChatGPT One phrase that describes a slacker at his job is "coasting on the job." This implies that the person is not putting in much effort and is simply going through the motions without actively engaging or contributing to their work. Another phrase could be "slipping through the cracks," suggesting that the person is managing to avoid detection or accountability for their lack of effort. Additionally, the term "clock-watcher" is often used to describe someone who is more focused on watching the time pass than on doing their work.
Dereliction of duty https://en.wikipedia.org/wiki/Dereliction_of_duty_in_American_law In order to prosecute a service member under Article 92, the government must prove beyond a reasonable doubt that the service member knew (or should have reasonably known) his duties and that he was either, through neglect or culpable inefficiency (i.e., being inefficient without just cause), derelict in the performance of those duties.
He was just holding a sinecure, doing nothing to contribute to the company. The president was merely a figurehead, with the real power held by others behind the scenes. The committee acted like a rubber stamp, approving everything without proper consideration.

Shirker?
chair warmer

dog in the manger
