On Saturday, Gov. Gavin Newsom signed into law Senate Bill 478, which bans “offering a price for a good or service that does not include all mandatory fees or charges other than taxes or fees imposed by a government on the transaction.” The new law, which will go into effect July 1, 2024, won’t necessarily make things cheaper. Businesses are allowed to set prices as they wish, but the final total must be disclosed upfront.

Senate Bill 478 in California primarily focuses on businesses being transparent about pricing by including all mandatory fees and charges in the advertised price. This law is more about preventing hidden fees and not specifically related to tipping at restaurants. Tipping at restaurants is generally a separate practice, and it’s not affected by this law. You can still choose to tip at restaurants, and it’s typically at your discretion.

Service fee
