完全不知道你在说什么。2023年崩溃的两座大坝是1973到1977年建的，已经20多年没有正常维护了，就是卡扎菲死前十年已经不再正常维护。这是回复楼里怀念卡扎菲的ID的。本来是天灾加人祸，环境恶化导致极端气候，居然有人说卡扎菲没死就好了，乘机给独裁者叫魂也是有意思了。
