那么,固化填埋的成本是多少呢?是2431亿日元,大概16.65亿美元,121亿人民币而已。需要多少土地面积呢,28.5万平方米。北京工人体育场的占地面积是40万平米。
日本政府每年的财政支出是100多万亿日元,最安全的处理方法的成本,相当于日本政府财政支出的千分之二。这个支出是日本政府承担不起的吗?一块相当于70%工体面积的土地,是日本政府找不到的吗?
显然不是。日本不愿意把核废料埋在自己国家的地下,也舍不得花钱。宁可选择去排到海洋去污染其他国家。这难道不是一种“缺德”的行为吗?

明明有一个更安全,各国都不会反对的解决方案,只是多出一百多亿人民币的支出,日本政府就是不愿意采纳。这说明什么?日本政府压根儿就不在乎其他国家的看法,压根儿就不顾及其他国家的利益。你们这些国家的反对意见,在我日本政府的眼中,连100亿人民币都不值。
这件事我也百思不得其解,100多亿人民币是这么大的事情吗?这么多国家的双边关系,都不值100亿人民币吗?日本政府再穷,也不至于吧。
另一个解释,就是日本政府并不是在乎100多亿人民币,而是不愿意把固化的核污水,填埋在自己国家的国土上。固化深层填埋是最安全的方式,比排海安全得多。这一点日本政府也承认。如果这些核污水是像东电/日本政府描述的这么安全,为啥日本政府不愿意做深层填埋?
日本政府为啥放弃深层填埋,选择排海呢?我猜测有三种可能:
第一种可能:核污水是安全的,而且日本政府太穷了,不愿意花100多亿人民币,选择另一种更安全更容易被接受的解决方案。
第二种可能:核污水实际不像日本政府说的这么安全,所以日本政府说什么也不愿意填埋在自己的国土上,自己单独承受风险。一定得排海,拉上全世界一起承受。
第三种可能:核污水是安全的,日本政府也有钱。但日本政府极端自私,也丝毫不在乎其他国家的看法。安全的核污水也死活不愿意在自己的国土固化处理再填埋。
要说日本政府穷也不至于。日本广播协会(NHK)报道称,针对有关核污染水的“错误信息”流传,日本外务省拟加强应对措施并制定对外传播政策,预计将为此申请逾700亿日元(约合人民币35亿元)的下一财政年度预算。这笔超700亿日元的“公关预算”几乎是核污染水排海预算的20倍。舍不得花2400亿日元安全的固化填埋核污水,但愿意花700亿日元做公关。

道理很简单,如果真如日本所说无毒无害,那么就不需要排海,如果有害,那就更不能排海。美国嘴上说没事,身体却很诚实,第一时间管控日本进口水产品,并禁止西海岸渔业捕捞。
