I know but how would IRS know if no one notifies. Maybe someone will notify U.S. embassy but greencard holders don''t even have access to U.S. embassy? Maybe eligibility needs to be updated every some months and if not updated one becomes ineligible?

Social Security sends recipients living abroad a questionnaire every one or two years (the frequency depends on age, country of residence and other factors) to confirm they remain eligible for benefits. Failing to return the questionnaire will halt your payments. https://www.ssa.gov/pubs/EN-05-10137.pdf

据下文,只有公民可以 https://www.ssa.gov/international/payments.html Can I receive Social Security benefits if I am not a U.S. citizen and I live outside the United States? Generally, we cannot pay Retirement, Survivors, and Disability Insurance benefits to noncitizens after their sixth calendar month outside the United States. However, you might qualify for an exception, which could allow you to receive benefits without visiting the United States. If an exception does not apply, you must be physically and lawfully present in the United States for a full calendar month to begin receiving benefits. If you leave the U.S., we will stop your benefits the month after the sixth calendar month in a row that you are outside the country. You can make visits to the United States for specific periods of time, depending on how long you’ve been outside, to continue receiving your benefits.
https://www.ssa.gov/international/countrylist6.htm International Direct Deposit List Some countries and territories where direct deposit payments are available include: China SS. https://www.ssa.gov/deposit/foreign.htm
Credits are based on your total wages and self-employment income for the year. You might work all year to earn 4 credits, or you might earn enough for all 4 in much less time. The amount of earnings it takes to earn a credit may change each year. In 2023, you earn 1 Social Security and Medicare credit for every $1,640 in covered earnings each year. You must earn $6,560 to get the maximum 4 credits for the year.

Mark
ah that makes sense. thank you.
