My recent experience says you are wrong, at least during early May as I just returned to U.S. I didn't expect it to work but it worked fine. I only noticed it was working when friends sent me messages from U.S. My installation was also in U.S. I don't do facebook and also noticed anything google related were blocked. I used a 电信 sim registered with a US passport.

I just came back and surprisingly Whatsapp does work (I was able to receive and send messages). I was on 电信 when I was in China.

Sorry I checked again it was 电信 Never tried wifi only as I was using a local sim with 40G data. I did notice anything google related didn''t work.
