I remember not far away from the airport there is a giant budda statue one can visit. Take 10 minute taxi to get there and take the cable cars down the mountain back to the airport. You only kill 3 hours that way, though. If you already passed the transit station into the airside (say you want to take a shower at the lounge before head out), you can politely ask the CX lounge workers to send someone to escort you through immigration service. They usually are very accommodating (at least before the pandemic) but YMMV. 16 hrs is a long layover. are you sure you don't need a hotel stay?
