针对个人部分，如果只为限制白手套，可以限制购买者在美居留身份(只允许持移民或允许有移民意图的身份)，严查资金来源打击洗钱。 我不反对禁境外机构和境外人士，但是对于居留在美国境内的人，我觉得，一是要对国籍一视同仁，不应该因为政府行为牵连个人，二是，定居的人的正常生活需要不可以被伤害。
