还有，美国公民需要满足在美国至少居住了5年，14岁以后至少住2年的要求，才能给自己的海外出生子女申请美国护照。 美国的这个制度也有变通，就是不符合要求的海外未成年出生子女可以申请美国永久居留（绿卡），到美国后定居就可以申请美国护照了。看上去，这个制度就是为了避免让具有美国公民身份的人长期生活在美国之外而繁衍出在美国境外长期居住的美国人。
所以可以总结出这样的规律，美国政府希望长期居住在美国的人都是美国公民，希望不永久居住在美国的人不要有美国国籍和绿卡。
