现在看明白了，原来是这么算的，这个算法确实比较特别。。。
当然，人家事先就是这规矩，倒也没啥可说的，只是这种弃权票不计入总票数的算法，不多见而已。

中国现在的操作是表面和平。就是一个大人在揍小孩，中国是在边上拍大腿喊你俩别打了的那个。任何支持小孩或者斥责大人的做法中国都归结于火上浇油不利于劝架。 如果俄罗斯在联大提案组织联合国军去踏平乌克兰，中国会投反对票。但是如果俄罗斯提案由白俄罗斯组织维和部队到基辅去维和，中国会赞成。

您利用了“大多数”这个定义的不确定性。
在投票中有各种定义方法，我早就说了，按这个投票的定义，弃权票不算，那么别说大多数了，就算2/3都够。
但如果您按日常生活中的“大多数”的意思，我们说话的时候，目标总得过半才能叫大多数吧（当然，对某些喜欢嘴上跑火车，随口夸张的人，这种标准不存在）？比如我要说，班上大多数是亚裔，难道只需要亚裔比白人多，就可以这么说？

历史背景：中苏决裂，互骂修正主义，越南越来越亲苏联（给的钱多），中美开始接触，越南不满，中美建交，越南和中国背道而驰，完全倒向苏联。越南开始不承认中国在南海的主权声索，开始占领南海诸岛。越南入侵柬埔寨，推翻红色高棉，意图控制整个东南亚，引起东南亚诸国紧张，苏联加大了对越南的军事援助。
中国的动作：邓访问了美国，表示要教训越南（遏制苏共势力在东南亚的扩张），美国赞赏；邓访问东南亚诸国，承诺不再对海外（主要是东南亚）进行意识形态输出，得到东南亚诸国的支持。
结果：搞定好外交准备后，中国出兵进入越南，很快就打到了胡志明市，然后立即撤退，沿途将越南北方的工业农业完全摧毁（大多是中国援助），然后在中越边境摆开阵势开始轮番练兵，大大牵制住了越南南扩的力量。这个练兵一练就是十年，直到苏联解体，越南没有了来自苏联的支持，主动和中国进行了和平谈判，长达十年的中越冲突正式结束。
影响： 中国，得到了西方阵营的支持，大量资金开始进入中国，中西尤其是中美开始了蜜月期，所以有人说中越战争是中国给美帝纳的投名状，这说法也不能说错。中国内部，经历中越战争的巨大损失，邓巩固了对军队的掌控，开始了军改，并大幅度削减军费，为后面转型为经济发展为核心打下了基础。
美帝，没有费一兵一卒，保住了在东南亚的势力范围。
越南，死了很多人，最重要的北方工业全被摧毁，论战期间军事支出占了近一半的GDP，经济耽误了整整十年。好处，事实占领了南海二十多个岛屿，为以后开发南海资源（尤其是石油）打下了基础，也为以后和中国开启南海诸岛争端打下了基础。
苏联，没有达到将影响力伸入东南亚的成果，还被迫加大了对越南的援助，为以后经济崩溃苏联解体添砖加瓦。
东南亚诸国：中共意识形态输出撤出东南亚，越南入侵到柬埔寨就无力再前进，东南亚诸国大部分绝对倒向美帝，开始了民主自由。
最后说一嘴，中越战争，俄乌战争，本质上都是大国因为某种原因去入侵小国，而且中越战争期间，中国的行为要更加残酷，为什么当年的中国没有举世皆敌，甚至还得到了西方国家和东南亚的点赞，俄罗斯却正好相反？就是因为在开战前，邓小平已经去相关诸国转了一圈，做好了外交交涉。
