主要影响人群是在俄罗斯使用的境外发行的visa和Mastercard,一般外国人持有的都是这种,和在俄罗斯外使用的俄罗斯境内发行的visa/Mastercard,这个主要影响在国外的俄罗斯人。
我不太明白这个sanction的意义在哪里。根本没sanction到俄罗斯,反而苦了由国际关系的这些人。
感觉visa和Mastercard的决策是政府施压的,不然他俩怎么同时suspend。如果真是政府施压那说明即便不是state owned company还是没办法保持完全独立的。
