If you marginal tax rate is high, you can buy munis. Either long / short or intermediate (different durations) like VWLUX VWITX etc. Sometimes I also buy VTEB. Notice munis could be volatile as well. March 2020 when equity dropped 25% these munis dropped 15% (from peak to trough)
