这是哪儿啊? 我们这儿的流浪汉有些看着神经兮兮的，但绝对没有这么多磕药的。小孩子看了该吓死了。能管管吸毒的问题吗？这种都应该抓进去。这帮利益集团为了赚钱真是人性都不要了。

Perhaps implementing a 1Country4Systems geographically can help rectify the situation, possibly by politically gradually expanding/ enlarging the geographic aera that is managed well within plans according to laws. Just a thought!
