我错了,你说的对。又看了一下,的确是公民可以,绿卡必须保持身份才可以。
那就是说只要保持绿卡身份就可以领取SS。可以在别的国家住半年,美国住半年。

绿卡也能,即使放弃绿卡晚年到中国居住,但是85%退休金是打7折拿。 理论上是有40个点,没有绿卡都可以拿ss。
只要不是定居在古巴或朝鲜,即使长期在海外居住,都可以要求政府,按月将退休金寄到国外的地址;如果银行账户设在香港或日本,政府更可以将退休金,以自动转账方式送到户口内,但设在其他亚洲国家的银行账户则不能自动转账。也就是说,如果您是美国公民,长期离境并不会对您的养老金领取带来影响。但请注意,养老金银行自动转账需符合一定条件,具体可咨询美国相关机构。

但有些人没有给社会服务过,或者是收现金,未报税的,没有social security statement,按理说是没资格拿退休金的。可是对于没有资产也没收入的穷人,如果残疾或超过65岁,可以申请SSI。 SSI申请者必须美国公民,绿卡不行,穷到不光没有收入并且固定资产也少得可怜的,才能被批准。SSI算是公众负担,只是发给穷人的,大约每月700/人或1100/couple。一旦离开美国本土超过30天SSI就被取消了,也许可以重新申请,但不是理所当然的。也就是说SSI发出给未对社会做出贡献的disabled/aged穷公民的钱,是限制必须在美国本土消费的。
当然这些都算是收入是要报税的。如果social security income是唯一收入,那么其实比standard deduction多不了多少,比如2020 form 1040:一个人13850两口子25700以下税为零。所以退休群体只靠social security没有401k IRA等其它收入的,一定是低收入,基本上没多少税。
