也不见得，剂量多一点就可以早点铺开1b，1c stage 剂量太少需要留着1a， 1b的第二个dose，不能把第一针都打掉，
不然现在把第一针都打掉了，万一到时候for some reason疫苗缺货，打了第一针的没法按时打第二针怎么办，又会很麻烦。
