第一优先应该没什么争议,医护人员和养老院。第二优先目前的争议还比较大,给essential worker可以快速阻断传染,给老人可以直接减少住院和死亡,好像还有建议优先给胖子的。
是的,优化目标不同,方案就不同,如果光是为了救命,则多给容易死的人群更好,如果是为了尽快恢复社会秩序和经济发展,就多给必需行业人员。
