这项目的目的不就是减少早产率吗？ 黑人目前早产率是白人/亚裔的一倍以上。。。
早产孩子万一有点啥毛病，社会养他一辈子，福利负担太重了。。 如果能给低收入家庭怀孕期间给点补助，减少早产比例，这钱的回报很高的。。
