How is my refinance rate?

Just quote from agent: 30 yr 2.5% with 2800 closing cost 15 yr 2.125% with 2800 closing cost
our current mortgage amount 420,000, 30yr , 3.875%
Agent indicated they cannot do no cost no point for out-of-state customer. (Agent is in MA, we are in DE).
How is the rate? Any comment is welcome. Thanks.
