德特里克堡(Fort Detrick)的美国陆军传染病研究中心(United States Army Medical Research Institute of Infectious Diseases)被CDC处理,已经引发了无限遐想。 我们当然不必采信美方的说法,但“知己知彼”,先看一看还是有必要的。据说有些链接无法访问,被认为是大规模删稿,其实还是有多篇报道没有“404”,通过cache缓存还可以找到更多,比如military.com11月24日的文章。原作者用词比较“丰富”,为了避免翻译带来的歧义,重要词汇尽量直译,并注上英文。 根据这篇报道,研究中心发现了两起“控制违规”(breaches of containment),但没有提及具体时间。按照程序,研究中心只要确定发现“坏了规矩”(breakdown of requirements),就要上报。 在上报后,研究中心指挥官主动下令中止所有正在研究的项目,进行“安全暂停”(safety pause)。6月,美国疾控中心(CDC)检查了研究中心,既有预定的也有不预定的,检查持续了多久没有具体说明。 一直到7月12日,CDC才发出了关注函,15日发出中止函( a cease and desist letter),停止了与“特定病原与毒物”(select agents and toxins)相关的研究 。 所谓“特定病原与毒物”是美国自己列出的对人、动物或植物威胁比较大的病原或毒物,总共有67种,我查了下“SARS相关冠状病毒”也是其中之一。但报道仅指出当时研究中心的在研内容与埃博拉(4级实验室)、兔热病、鼠疫、马脑炎(3级实验室)相关,没有提及德特里克堡是否有冠状病毒。 CDC的报告中说发现了六项“违背联邦规定”(departures from the federal regulations)的行为,而前述两起“违规”只是其中的一项。按照研究中心的说法,“违规”这个词承载了很多分量(is a loaded word),但用这个词就表明没有人员暴露(exposure)在威胁下。 这篇报道中提到的另一项是“贯彻生物安全和控制程序时,出现系统性失职”(systematically failed to implement biosafety and containment procedures),举的例子是“当雇员移除生物危险废弃物时,故意撑开通往高压釜室的门”(personnel deliberately propped open the door to the autoclave room while the employee removed biohazard waste)。为了解决问题,研究中心重新审视培训流程,再次培训员工。 研究中心的污水净化系统也有问题,在之前的系统损坏后,转换为化学处理,之后仍将改回热去污系统(thermal decontamination system)。 CDC还发现研究中心的病原清单不准确,报道说问题已经解决。 当地的fredericknewspost.com是最早报道的媒体,8月2日的报道不需要借由缓存,可顺利阅读。文中除了违反程序与污水处理问题,也提到了缺乏对员工再认证的周期性培训( a lack of periodic recertification training for workers)。 《纽约时报》8月5日的报道也没有被删,在废水处理问题上讲得更具体些。2018年5月的暴雨淹没、破坏了老旧的污水处理系统,使用新的化学系统需要修改一些研究流程。但CDC检查发现,研究人员没有严格遵循新流程,而且化学处理系统本身也有问题。发言人则强调,泄漏的污水没有进入外部环境。 《纽约时报》还给出了一个可与前述报道印证的信息,研究中心并未完全关闭,除了与“特定病原与毒物”相关的研究,其他研究仍在进行。 虽然这么看事情并不严重,但《纽约时报》在结尾还是狠狠捅了几刀:政府的实验室以前也出问题,包括CDC的和国家健康中心(National Institutes of Health)的;2009年德特里克堡的研究就被暂停过,因为储藏了没有列在数据库里的病原;而且,前雇员Bruce Ivins就是2001年炭疽邮件事件的主要嫌疑人,有5人因炭疽身亡,Ivins自己则在2008年自杀。
