Nonimmigrant F-1 students attending schools operating under normal in-person classes are bound by existing federal regulations. Eligible F students may take a maximum of one class or three credit hours online. Nonimmigrant F-1 students attending schools adopting a hybrid model—that is, a mixture of online and in person classes—will be allowed to take more than one class or three credit hours online. These schools must certify to SEVP, through the Form I-20, “Certificate of Eligibility for Nonimmigrant Student Status,” certifying that the program is not entirely online, that the student is not taking an entirely online course load this semester, and that the student is taking the minimum number of online classes required to make normal progress in their degree program. The above exemptions do not apply to F-1 students in English language training programs or M-1 students pursing vocational degrees, who are not permitted to enroll in any online courses. Schools should update their information in the Student and Exchange Visitor Information System (SEVIS) within 10 days of the change if they begin the fall semester with in-person classes but are later required to switch to only online classes, or a nonimmigrant student changes their course selections, and as a result, ends up taking an entirely online course load. 我们上学的时候,国际学生办公室早科普很多次了。
现在疫情时期不能回国的,只有中国学生了。别的国家的学生,都没有中国人的问题。

我那时是没有武汉肺炎,现在中国是世界第二大经济体, 但是政府对本国人民的态度,始终如一。
现在是非常时期不假,美国疫情比较严重,别的国家留学生早都回国了,即使现在他们没走,本国公民想回国也没问题。而中国人有家不能回

这和正常时候是一个性质吗?normal circumstances 下正规学校不可能网课 此类规定狙击的是不正规的挂牌学校 现在很多学校为了安全都变成了网课 这是让留学生要么冒死去上课要么滚回家?
嗯,其实现在这样也是个改革的契机。我觉得以后各国都应该大力推广网课,不仅有助于降低高等教育的成本,也有助于实现社会平等,不必再纠结于名校那有限的入学资格是否需要AA。教师资源和网络基础架构应该由国家资助,让民众免费学习,各取所需,每个人都可以去选择想学习的课程,以后想从事哪个行业就去参加哪些行业的资格考试。很奇怪为什么还没怎么看到搞政治的人出来做这样的呼吁。

单纯的从上课、学习知识的角度来说,online足够了。

我们当地的大学早就宣布Fall要正常face to face上课了,不这么搞本科生注册率根本上不来,学校收不上来学费,又要各种cut经费,学校为了生存就得开门啊
我们州的州立大学也是一个月前就宣布秋季开门F2F

学校不全开,也得给新生和国际生半开一下。
怎么说呢,好歹最后毕业文凭是美国学校啊。还有比如康耐尔大学就明文说根据学校间的合作合约,中国留学生如果回国了可以选择去北大清华交大浙大等高校上课,最后拿得还是康耐尔的文凭。也没有那么差呀。
不过这个不知道怎么执行。估计就是跟限制其它签证一样,顺势叫唤叫唤,没啥实际执行意义,已经在这儿的赶也赶不走, 想走也走不了,现在国际航班几乎都没有。外面的也进不来。

返校学生也是上网课,挺好的,想去学校的就去,秋季新生、春季毕业生都可以选择去学校上网课
