I really want to see the service charges reduced. They are astronomical and I don’t feel it is right.
This proposal has US paying for San Jose Water to reap perpetual cost savings for San Jose Water Company coffers. Given the profits that San Jose Water Company has attained by increasing our rates, surcharges etc. I don’t believe you should support this increase.
With a similar project in Sacramento (see link below) their Department of Utilities calculated that the infrastructure cost was paid for with just 3 months of savings! Even if SJW particulars are somewhat different, the point still stands ... We should not be paying for them to save money ... and the savings should be shared with the ratepayers! I believe it makes sense, dont you?
HISTORICAL DATA In the past, we have dropped our consumption of water and San Jose Water wants to increase our water rates. The insanity of a monopoly when a reduction in demand a.k.a conservation, leads to a price increase. Crazy! This story keeps repeating and the customers of San Jose Water are at the receiving end. Please stop this!
The customers of SJWC continue to see our rates INCREASE, not decrease. The partial approval of GRC A1801004 has allowed SJWC to increase its 2019 revenue by $16M effective January 1, 2019.. SJWC is now collecting 2019 Balancing Account Surcharge, 2019 Memorandum Account Surcharge and the Service Charge has increased more than 60%. And now, SJWC wants to increase our rates again with this surcharge
I strongly request that CPUC revisit all safety net memorandum accounts as these accounts provide no incentive for SJWC to curb hiring employees, curb executive bonuses, reduce operating expenses, etc. CPUC allows SJWC to recover all of its excessive costs from the ratepayers.
SJWC has increased the service charge. An increase that is bothering me and a lot of residents as this is a consistent charge on our bill even if we do not use a single drop of water. Some cities do not charge a service charge at all and our service charge just went up!

We appreciate your diligence in taking a measured and tough stand against a greedy and shameless corporation called San Jose Water Company. We are a choice less consumer but not voiceless consumer. Please stand by us, the people. You are all doing an amazing job, standing up for us citizens! Your staff and ORA are collectively doing an impressive job so far and we commend you for it! We thank you for noting that San Jose Water Company has had a windfall $59.2M profit in 2017 (up from $21M in 2012) – while we citizens have no choice, but to keep paying more and more to SJWC thanks to the super high water bills. We thank you ENOUGH IS ENOUGH! I went back over my SJWC records and did an analysis of 8 years of billings. When evaluating average cost per CCF over time, the results are quite amazing. As I’ll note separately, in 4.5 years prior to drought surcharges, our average cost per CCF was $4.24. Drought surcharges were applied from mid-2015 through early 2017. Not including the periods where drought surcharges were applied, which is to say looking only at billings after the January, 2017 billing, our average cost per CCF has been $7.25. That is an increase of 70%. SJWC has used the drought as a smoke screen to raise rates far above inflation, using so many different excuses.
****FURTHER CALL TO ACTION AND SUMMARY OF OUR REQUEST
We urge CPUC to continue to be consumer advocate and consider implementing the following:
We need more of our money back. Thanks for rejecting SJWC proposal AL No. 510 CREDIT SURCHARGE. SJWC owes its customers a lot more than $1,794,439. CONDUCT A THOROUGH INVESTIGATION AND AUDIT: We are glad that CPUC initiated a thorough investigation and audit of SJWC's past and present billing practices Please penalize SJWC for any wrong doings and public reprimand any wrong practices currently in place. NO FURTHER RATE INCREASE IN 2020: SJWC's greed won't end. Please don't approve any more rate increases in 2020. THOROUGH SCRUTINY OF COST OF CAPITAL & GENERAL RATE INCREASES BEFORE ANY RATE INCREASES ARE GRANTED: Please consider comparison metrics for all other public & private utilities in the bay area in determining the appropriate cost of capital adjustments and rate increases for future years. Please make sure that we have comparable rates and/or implement policies so our rates get normalized over the coming years. There is plenty of evidence in APPENDIX A through I below that our rates have gone up astronomically in the last few years. THOROUGH SCRUTINY OF EVERYTHING SJWC SUBMITS AND HAS SUBMITTED IN THE PAST: As part of the audit, please evaluate all the filings by SJWC currently in place.
