Testing as a prerequisite to work. -- The idea behind testing is to prevent spreading via asymptomatic carriers, which is by far the biggest issue with CORVID-19. The efficacy of transmission during this stage is what drives the R0 number way up. So... a reasonable expectation is that before able to return to work, every employee needs to be tested with a rapid response testing kit. (30 min or less). It could be distributed by the state, or provided by the company. This is not a statistical exercise. We can't just say "Well, statistically, we have caught up, everything is fine so we do not need to widespread test prior to go back to work." The plan needs to include not only testing, but also re-testing. I have yet to see any reasonable plan by any state or at the federal level. The attitude taken seems to be "when we open up, we will just assume everyone is good, and if there is an outbreak, we will pray that it doesn't overwhelm the healthcare system." That's poor planning at its finest.
Summary : Not testing is not acceptable. Need a plan for testing. Kits needs to be available at a significantly larger scale, discussion right now needs to be how to ramp these up to scales of, I don't know, 10 Million doses per day. (I chose this number arbitrarily, real number can be a discussion point) .
Now, assuming testing is available and someone tests positive, what is the procedure? Is it home isolation? how many days? Is there contact tracing? what happens to the family that shares the roof, are they under quarantine? These are secondary questions that has been left unanswered (please send me a link if this was answered at a state or federal level, I have yet to see any evidence of a doctrine or policy).
I would get into other areas above, but I don't think it is necessary until the testing requirement and quarantine procedure has been worked out. Again, if you feel these have already been worked out, please include citation and links, and I will try to check them out. I'd discuss more, but my wife is calling me for lunch right now and I have a 1PM meeting afterwards. So I will check back later.

選項還有 : 廣大測試,多少人上工前可以先測,測完後多久需要再測。一次可以多少人聚集? 需不需要戴口罩? 測陽性如何隔離? 居家還居外? homeless 如何安置? 公司員工感染誰付醫藥費? 可不可以告公司?
當這些配套措施都有了之後,絕對支持復工。就像韓國,台灣。
現在待在家裡就是在等這些配套。該鬧的是為什麼配套這麼久? 為什麼測試還不到位?
