各个部门没有互相联络沟通好，信息不对称，效率低下 平时还好，危机时刻反应迟钝 缺乏预见性的原因很大一部分是因为缺乏对自身系统的认识，没有预见到哪里可能会掉链子，从而提前做好准备。另一种可能是，其实有人预见到了，但是again，各部门缺乏沟通，信息不对称，效率低下，只能learn it the hard way

如果不出现大面积的流行，没有宣布national emergency, 很多政策措施都没法落实。
