各个部门没有互相联络沟通好,信息不对称,效率低下 平时还好,危机时刻反应迟钝 缺乏预见性的原因很大一部分是因为缺乏对自身系统的认识,没有预见到哪里可能会掉链子,从而提前做好准备。另一种可能是,其实有人预见到了,但是again,各部门缺乏沟通,信息不对称,效率低下,只能learn it the hard way

Many of the supplies are not approved for use in the U.S. despite meeting all of the specifications, but hospitals are so desperate for equipment that they will take whatever they can get. “If you don’t have hospital beds, you can figure out a different bed to put patients in,” Einhorn said. “But if you don’t have isolation gowns, patients are not getting treated.”

医院囤,医院的钱,哪里来?3M囤?没人下单,3M生产,可能吗?它是企业,以盈利为目的,不可能没有订单,就大量生产口罩,防护衣。
CDC 做错了,该早点生产试剂盒? 试剂盒可能一下子就生产出来吗?需不需要时间?
如果不出现大面积的流行,没有宣布national emergency, 很多政策措施都没法落实。
