州长确实不容易，据说New Rochelle居民都不想停学校，觉得影响daily life，我听了记者会，州长再三强调是 focus on large gathering facilities(schools, temples), not on people,超市不关，人们还可以出门，买菜不方便national guard帮你， 我感觉他们掌握更多的数据，那个地方估计不乐观。可能州长管不了市长？我知道cuomo 和白思豪不对付好久了。
national guard应该属于federal。州应该有自己的武装。美国的州自治权是高的。所以有人担心civil war，就是因为各个州都有武力。 不过这个决定不可能是白宫定的。州有自治权，但是州可以向联邦要求维和部队。但是宪法规定，部队在国内是不可以执法的，执法有专门的执法机构（警察）。所以边境的部队也不可以真的handle非移，部队是做体力活的。

national guard 就是州长调动的州内武装。 我个人看来national guard装备够好了，人也够帅上档次的很。
