这是传染病，是有很强的外部性的；如果因为钱的问题不去测，影响的不仅仅是病人，还有社会上的其他人。这跟普通意义上的福利不一样。连这个都看不明，真不知道说什么了。

一开始CDC磨磨蹭蹭看戏，公共卫生专家说没必要禁航。
川普overrule专家建议，联合国务院和国土安全局，切断了航班，第一时间防止了美国变成日本韩国意大利。
然后争取了一个月时间，CDC继续磨磨蹭蹭看戏，检测盒做不出来，原因支支吾吾说不清楚。
川普再次overrule专家建议，开始动用FEMA的资金，让Pence动员FDA和HHS介入，放开检测标准、调查医院情况。
中间CDC撤侨还闹了几次幺蛾子，一会批评说不该撤，一会把撤回的病人反复放回社会。
现在放开检测、让州lab参与，和HHS直接派专家调查，可能说明联邦政府已经对CDC完全失去信任。
这在目前看，也许是好事，一个很好的转机。

美国各个州，尤其是CA、WA、MA、NY这种，放到欧洲，就是一个强国，都有独立的医疗科研能力。
早点放开，每个州的州立大学、医院和实验室，早就能自己研发出test kit、制定自己的防治措施了，根本不用被CDC带到坑里。
