传染病防疫战不是光靠医疗和政府嘴上喊喊就行的，防疫最根本的要靠老百姓。现在宣传口径low risk，跟可防可控一个论调。集权可以用集权操控百姓，民主社会就需要调动民众的主观能动性，包括宣传上要加强对疾病的认知、增加信息透明度。
