Yes you can, there’s an appeal process. It’d be the best to do some homework with a realtor to summarize recent comp to support your case that similar homes went down in price.
I did mine this year with my friend who is a realtor to pull comp data. Of course you can do it yourself too, just takes some time, and also you won’t have data of pending sales, which is the most convincing.
