复活H.R.6429 这是一个牵动很多人心的提案，当时也是无数人关注这个法案, 这就是著名的STEM jobs法案。

但是这个提案最终在民主党占优的参议院被否决了，主要理由是DACA
总的来讲，这个提案，就是从抽签移民那里拿出名额，给STEM的留学生。
这个法案是有利于提高美国竞争力的，有利于美国大学招生的，有利于全世界高科技移民的。但是这个法案被DACA拖累死了。
当时是民主党占参议院优势，现在是共和党占参议院优势。
如果这个法案改头换面，提出来就会比较容易通过。
比如参考印度支持的HR 1044/S 386，先不动移民额度的总额（动别人蛋糕），而是调整蛋糕的分配方式。
将全世界没有用掉的绿卡，放到一个池子里面 (S386 也是这样的）
所有美国STEM专业毕业的外国博士，硕士按顺序自动current 拿绿卡。
不管你是中国人，印度人，还是冰岛人。相当于补发STEM绿卡
这个方案，基本上是 STEM Job ACT的翻版，也是S386的变形，不涉及送绿卡的问题，给共和党保守派面子，而且也不牵涉抽签绿卡的问题也给民主党足够面子。
这个新方案，取名叫Fairness for High Skilled immigrants ACT 一点问题都没有。
这个方案，跟S386的差别就在于这个池子里面的绿卡怎么分，是按照排期分，还是按照STEM job ACT来分。显然，按照STEM job ACT方法分是最公平的： 1. ICC根本没有美国的博士或者硕士学位。他们该排他们国籍队，还得去排队！
2. 中国的技术移民大部分都有美国的学位。至少不会比现在坏，不会比S386通过坏。
拿着这个修改版的提案，去找支持这个法案的参议员，要求对S386做修订。如果修改版通过了，那有些人将有苦也说不出。
而且即便S386通过之后，按照上面这个策略去提新的法案也是比较容易通过的：几乎不伤害任何既得利益。
