We’ve been through 5 or 6 iterations just last few months alone, that we’ve thought we’ve identified the last objector, then we negotiated a fix, and changed to it. The same happened this week with David Perdue. In fact, it was just a few hours ago. Over lunch, David Perdue and I negotiated the language, that he is acceptable to both sides. I’m gonna bring that up. I’m gonna seek unanimous consent again tomorrow, to try to pass this bill into law tomorrow. We are concerned about the possibility of an objection being brought forward by my colleague senator Dick Durbin from Illinois. I hope that Mr Durbin does not decide to bring about an objection. Durbin的人私下表示，需要有大批的人（big crowd) 去支持他，他才能出面阻拦UC。 昨天晚上我们志愿者处于一种 ”如火如荼“的战斗状态。我们号召社区紧急行动，早上8：30到Durbin的茶话会去给他站台打气。
值得一提的是，Durbin其他推特都是几十到一百多个点赞，而这一条推特被我们的力量一下抬到了1100多个点赞，400多次转发。
华人社区真是给力。一夜之间——真的是一夜，从美东时间傍晚6点到今天早上9点，将近100人报名。今天早上，和各族盟友一起，反对S.386法案的群众们出现在Durbin的茶话会上，给他带来他要的crowd。支持改革的印度移民也来了，但是我方单单华人就有超过60人到场，人数和气势上胜过对手。双方都对S.386进行提问和发言。华人朋友慷慨陈词。Durbin表达了对印度裔的同情和理解，但是他直截了当地批评了外包公司滥用合法移民系统的行径。
茶话会后，后来又有更多战友，陆陆续续加入，战友们一起扫遍了全议会的办公室，给议员办公室宣讲S.386的坏处。午饭前，Immigration Voice (IV)官宣声明， 原计划今日的UC推迟，号召支持者给Durbin打电话写邮件讲述他们的故事，请他改变立场。

印象深刻的是伊朗中东团体,据说有30多人好多其他州赶来的. 貌似他们请了一个lobbyist(?),一个白人胡子大叔,Durbin那边结束这大叔带着我们跟着他们这个团体一起又去各层楼见其他议员,后来我们提前走了他们还在一一拜访.

我们已根据情报调整了打电话顺序，请大家不要停，并积极向各微信群扩散，谢谢！
打电话流程
1. 准备工作 – 重要
参议员Staff接通后，希望了解选民的基本信息，一般会询问Zipcode，有时还会询问地址和姓名。电话接通后，可根据下面模板来讲。
如果没有人接听电话，就会进入语音信箱。先挂掉电话，尝试其他的local office的号码或者DC办公室的号码。语音信箱的时效性远没有人工接听好，我们时间紧急，争取每个办公室都能接到我们的电话！

This bill will harm the US tremendously in diversity and equality. Please vote NO on the bill and call for a public hearing! Thank you.
【如果接线员问你为什么反对S.386、或者你想更多的解释你的理由】
This bill directly ruins racial and gender diversity and introduces tons of outsourcing jobs. It will also severely harm American universities because international talents will FLEE to other countries.
Note: 为什么模板这么简单？因为打电话大部分时候就是计数，只会听你说yes or no，只有极个别情况会有耐心多听你说。即使有耐心多听，这个长度和深度也足够了。
3. 提出问题（如果时间紧急，可以跳过，多打为重）
在伸张了自己的立场之后，Staff或许会想结束通话，这时请不要忘记向Staff提出以下两个问题：（请随机决定先问哪个问题，不要按下面次序）
目前Senator的立场是什么? 是支持, 反对? 还是模棱两可?
你们接听到的支持方方和反对方的call哪个更多？还是势均力敌？
这两个问题不但会提供给我们宝贵的数据，还会让Staff从简单机械的接听中脱开，进入思考，说不定能开启更多的讨论和谈话，甚至发表自己的建议，比如要我们多多联系。
4. 打电话后向我们反馈数据（如果时间紧急，可以跳过，多打为重）
一个电话完毕！大功告成后，请花上几十秒时间，顺手完成一个电话情况反馈表，帮助我们汇总大家的作战情况来优化整体Campaign，把力量用到最关键的地方去！（如果拨打了多个不通或者留言的情况，可以一次性批量添加；如拨通有详细信息尽量逐个提交反馈）

So the fairness for high-skilled immigrants act, is something that will get rid of that per country arbitrary cap that is really discriminatory and unfair for certain people from certain countries, including, and especially those from INDIA, who are applying for an employment based green card. To answer your question, AQ, yes I brought that up last week, it drew an objection from my friend and colleague David Perdue from Georgia. I spent the entire week working with senator Perdue, trying to iron out his objection. This is a little bit like a racquetball. Every time I think I found the way to solve the situation. We’ve been through 5 or 6 iterations just last few months alone, that we’ve thought we’ve identified the last objector, then we negotiated a fix, and changed to it. The same happened this week with David Perdue. In fact, it was just a few hours ago. Over lunch, David Perdue and I negotiated the language, that he is acceptable to both sides. I’m gonna bring that up. I’m gonna seek unanimous consent again tomorrow, to try to pass this bill into law tomorrow. We are concerned about the possibility of an objection being brought forward by my colleague senator Dick Durbin from Illinois. I hope that Mr Durbin does not decide to bring about an objection. Mr Durbin is a friend of mine. He and I work together on a number of issues. So if you happen to know Mr Durbin, or know anyone who is close to him, or who he might listen to, please encourage him to not object to unanimous consent passage of the fairness for high-skilled immigrants act. If he doesn’t object, then we can get this thing pass, and we can get a pass tomorrow.

我们已根据情报调整了打电话顺序，请大家不要停，并积极向各微信群扩散，谢谢！
打电话流程
1. 准备工作 – 重要
参议员Staff接通后，希望了解选民的基本信息，一般会询问Zipcode，有时还会询问地址和姓名。电话接通后，可根据下面模板来讲。
如果没有人接听电话，就会进入语音信箱。先挂掉电话，尝试其他的local office的号码或者DC办公室的号码。语音信箱的时效性远没有人工接听好，我们时间紧急，争取每个办公室都能接到我们的电话！
2. 电话模板示例
(法案念法注意： S386: S-Three-Eighty-Six HR1044: H-R-Ten-Forty-Four)
Hello, my name is XXX. I’m calling urgently to ask Senator to oppose Bill HR1044 and its Senate version S386 — Fairness for High-Skilled Immigrants Act of 2019.
This bill will harm the US tremendously in diversity and equality. Please vote NO on the bill and call for a public hearing! Thank you.
【如果接线员问你为什么反对S.386、或者你想更多的解释你的理由】
This bill directly ruins racial and gender diversity and introduces tons of outsourcing jobs. It will also severely harm American universities because international talents will FLEE to other countries.
Note: 为什么模板这么简单？因为打电话大部分时候就是计数，只会听你说yes or no，只有极个别情况会有耐心多听你说。即使有耐心多听，这个长度和深度也足够了。
3. 提出问题（如果时间紧急，可以跳过，多打为重）
在伸张了自己的立场之后，Staff或许会想结束通话，这时请不要忘记向Staff提出以下两个问题：（请随机决定先问哪个问题，不要按下面次序）
目前Senator的立场是什么? 是支持, 反对? 还是模棱两可?
你们接听到的支持方方和反对方的call哪个更多？还是势均力敌？
这两个问题不但会提供给我们宝贵的数据，还会让Staff从简单机械的接听中脱开，进入思考，说不定能开启更多的讨论和谈话，甚至发表自己的建议，比如要我们多多联系。
4. 打电话后向我们反馈数据（如果时间紧急，可以跳过，多打为重）
一个电话完毕！大功告成后，请花上几十秒时间，顺手完成一个电话情况反馈表，帮助我们汇总大家的作战情况来优化整体Campaign，把力量用到最关键的地方去！（如果拨打了多个不通或者留言的情况，可以一次性批量添加；如拨通有详细信息尽量逐个提交反馈）

在DC刚参加完Durbin见面回来,不能sign进楼,两边都来了不少人,咱们也去了不少同胞,非常给力.两边都给了机会陈诉自己
（Durbin明面上的态度是不偏不倚的，这么多人他也不好显示出明显偏向那一方。）
印象深刻的是伊朗中东团体,据说有30多人好多其他州赶来的. 貌似他们请了一个lobbyist(?),一个白人胡子大叔,Durbin那边结束这大叔带着我们跟着他们这个团体一起又去各层楼见其他议员,后来我们提前走了他们还在一一拜访.
总之想说大家的努力都是有意义的,且还有很多别的族群也在努力
【所以，大家打电话发推发email给参议员还是有效的！还有其他种族一起在努力，加油打电话发推给参议员发email！】

这个法案就是印度人自己把H1B玩坏了，现在要所有人背锅。
Durbin 助理说最有效的方法是从他的官网给他写email；今天(9/26/19)不能去DC Senator office 亲自造访的小伙伴们请@All, 到这里给Durbin留言反对S386:

是的，不仅仅这项法案，任何法案都是，攻击某一特定种族，容易引起反感。可以提H1B被heavily abused吗？
我觉得可以提H1B被abuse，ICC损害美国人的工作机会， 以及S386 不仅损害了移民人种的diversity，而且损害了移民擅长的领域的diversity。 一旦成为法律，除了高科技大公司，其他行业的正常移民都会大倒退，美国需要的护士，艺术家都没法移民了。 这些对美国都是不利的，参议员会听得进去。
如果目前能够拦下来 那么接下来还有硬战要打 那咱们可以再说捐款的事
版上那些指责华人平时不关心 临时抱佛脚 打电话狂轰炸的人 不是敌人就是没搞清楚状况 现在就是表达民意的时候 连senators自己都说了 现在需要看到民意 根本不晚 那些指责你打电话发twitter的人你要当心了
如果推特上都是烙印在转发支持S386，不是应该更一目了然，这个bill明显只利好于印度吗？

是的 我觉得也要把这点传达给senators 支持者只有印度一个国家的人 而反对者各个族裔都有
我打电话就提了这个，没说yindu，只是说现在currently workers from this particular nationality has the greencard delay issue because they have been abusing H1B policy for many years. it is not fair for workers from all other countries to pay for the consequences.
