President Donald Trump on Friday said he doesn’t think he needs to strike a trade deal with China before the 2020 presidential election. Trump also said he is “not looking for a partial deal” with Beijing, moving away from his suggestion last week that he would consider an “interim deal.”
美国全国广播公司财经频道（CNBC）9月20日消息确认，美国贸易代表办公室（USTR）当天将通过“联邦公报”（Federal Register）官网发布三份通知，主题是应美国企业及团体1,100份豁免申请的实际需要，对中国已征2,500亿美元商品中的437种商品免除25%的关税，时效近一年。
437种商品包括咖啡一次性过滤器、塑料吸管、宠物狗绳、宠物喂食器和喂水器、铁制烧烤架、机动车铝制散热器、露天火把台（Patio torches）、圣诞树挂灯、电动滑板车和电单车、桌面水喷泉摆件等产品，来自美国三批对华征税清单。其中2018年7月6日执行征税的340亿美元和8月23日执行的160亿美元中国商品里豁免的商品，有效关税豁免期为1年，而同年9月24日启程的2,000亿美元中国商品里豁免商品，有效关税豁免期到2020年8月7日截至。
从豁免商品种类上看，多是中国制造业的优势产品。美国政客（Politico）新闻网9月19日最先获得USTR的公告文件，USTR给出筛选豁免商品的考虑因素，包括产品是否无法替代、只能从中国进口，征税是否将给美国进口商或其他实体、个体等造成严重经济伤害，以及商品是否对于美国有着战略重要性，抑或同“中国制造2025”中的工业计划或其他项目有关；美国对华征税最初500亿美元商品清单是根据“中国制造2025”对应订制，但升级到2,000亿美元商品则开始将征税打击范围扩大到了计划外的商品。
