2016 年 1 月奥巴马签署了 23 项有关控枪的总统令，其中一条要求各行政机关向联邦犯罪调查系统 NICS 输送有精神缺陷者的数据。在这个命令下，联邦社安署在 2016 年 12 月颁布了细则，其中，把请他人代为领取社安福利的人，都归入有精神缺陷者。这个只是行政分支颁布的规则(regulation)，并不是国会正式通过的法律 (law)。 最大的问题在于，社安署不是公认的鉴定精神状态的合法机构，换句话说，其根本没有定义权，而且这个规则把精神缺陷者的定义不合理地扩大了，甚至有进食障碍症者 (eating disorder)也被禁止购枪。因此引起了极大争议。

很多精神病并没有像其他疾病一样到了年龄段就有Screening 一些是event trigger,一些是early onset 一些是犯罪后才做evaluation的。很多精神病患者是没有实际上的精神疾病diagnosis. 有疾病Diagnosis的患者不少都住精神病院了。不如全民监控吧。
这还不满意？等民主党上台分分钟改一下精神病定义就全民禁枪了，小青年大脑没发育成熟，中年人压力山大情绪紧张，老年人智力衰退老年痴呆......奥巴马不就先在老年人身上小试过一下身手不是?
那也不能光看最近几起啊，以前呢？还有未来可能发生的也要杜绝啊。精神病人拿着枪，怎么想都是社会隐患吧。
