主要是第一句话不明白，of sorts 我查到是 名不副实的，那么这句话是它是不是一个sensitive instrument呢？

"of sorts" means 一种.  In this case, it means "the arbitrator" functions as a type of sensitive instrument.

"Of sort" can be read neutrally as "a type of" or disparagingly as "somewhat"/"to a degree" depending on the context.
