I usually change it in itune. Manage your apple id, then there is an option saying changing the region.

啊我找到了～不过它不让我换region，说我有store credit balance。。。

well, it is understandable. I consider it as a way that company protect themselves from those jailbreaker. If all the apps are free, then jail break is unnecessary.
