中国外长王毅与驻美大使崔天凯接连向拜登政府喊话，基调不脱美国须尊重中国利益及底线。但前美国国务院对中智囊余茂春认为，中国自己在人权及台湾等议题上就没有底线，是「贼喊捉贼」。综合自由亚洲电台等媒体报导，刚回到美国海军学院任教、加入华府智库哈德逊研究所的余茂春在受访时，作上述表示。
余茂春指出，王毅对美国的谈话内容「没有任何底线，没有什麽逻辑」。中国现在面临的问题，不仅仅是「美国跟中国过不去」的问题，而是「中国跟全世界都过不去」。但中国都推到美国头上，是「贼喊捉贼」，没有根本道理的。
他并针对崔天凯提到的中国「红线不可踩」说表示，中国政府自己在香港、新疆、台湾议题「根本没有底线」，无所顾忌，反倒为国际社会设立了很多红线。意思是「我们不允许你说什麽，否则你就是不尊重我们中共，你就在跨越我们的红线」。
余茂春认为，北京的所谓「红线」不是根据国际法，也不是根据国际公约制定的。这种行径其实是欺凌，全球必须觉醒，美国「不能够认可中共这种红线的」。
他说，自1940年以来，国际社会就制定了相关的人权规则，而国际社会应有的红线，必须要求中共遵守。实际上，中国在这些方面都签过字，但它从来不执行。因此，国际社会不是干预中国内政及国家主权，「不能打著主权的名义去屠杀他人，进行种族灭绝」。
余茂春指出，中国政府要让别人尊重，自己首先得尊重国际基本法则。但中国政府在周边国家、在全世界做的很多事，都与国际上基本的标准不适合。
他说，中国政府现在大谈「互相尊重」，目的是要让国际社会对中国许多违反国际准则的行为视而不见，这是不能容忍的。而中国反覆高唱的「互相尊重」、「双赢」这些调子都已不合时宜。美国政府现在不可能回到老路上去，尤其是在对中政策上。
