You can walk up to him, stare at him, and say, not loud, only for him: Sir, I couldn't tell what you just said since apparently you intended it to yourself, but from that word I happened to have overheard, it was not a friendly one. And I think you look like a "Chinaman" too since you look like a human being. Are you not a human being?
The above is only a suggestion. If you think reporting someone's private murmuring is more effective, then you can try it too.
Stop the person, have a conversation, ask him what he said
and meant. See how it goes and decide whether to call a police. This is hypothetical. Below is real:

Was this the right response? I don't know. I just felt that it would be foolish to formally report to the police since I overheard someone's private murmuring and detected some word in it. You say you would report it. Then do it.
To me, the significance from this is, we must learn, hatred towards chinese people in this country is real. It would be much more useful to pay your attention to this but to continually bash your motherland. This is the message that I like to get to you by bring this encountering up. If you like to turn this into another opportunity to make fun of me or Chinese people in general, go ahead. But I am not going to respond to it.
I had worse experiences, each was worse than your case , but I think this case is good enough for you.

大姐文化不高，身体不好，她给我来短信，确实是想我了。中国的极端防疫，我只知道个大概，没想到那个小地方，居然也弄到鸡飞狗跳，学生长期不上学。
我是被迫用微信，因为要跟中国家人保持联系。最近半年没有用过一次，原因也是因为这个瘟疫。六月份跟大哥有过一场争论，根本问题是，我们是应该从中国看世界，还是从世界看中国；是中国应该顺应世界潮流，还是世界应该步中国后尘。我们讨论了一两个小时，谁也不能说服谁。我跟大哥性格相投，关系一直亲密，但是近来话不投机，继续交流，徒增痛苦。
防疫、乌克兰战争、佩罗西访台，都是争议话题。意见不同很正常，反美也可以，但是谈论中美之间可能的武装冲突的时候，不要忘了家里有好几口人在美国，谈国事还要保有一份亲情。大哥父子完全没有这个意识。感情上我不能接受这个。
我两个哥哥都是既得利益者。他们的想法和言行，是可以预料的。两个姐姐文化都不高，她们不谈政治。妹妹是个迷糊。
收到短信后，我窝在被子里给她回复。我说待会给她发些照片。我一口气发了二十张近照，发在姊妹群里，大家都可以看到。
二姐先回复的，语音留言。她是个半文盲，不喜欢认字、打字。“哎呀，看了照片就放心了。屋里把美国说得好可怕，死了多少多少人，没有人管，”看来她们是真担心。我那些照片，可是经过精心挑选。我就是要展示西方社会国泰民安、国家江山秀丽、生活纸醉金迷。其中只有一张照片里面有口罩，还是在六月底。其它照片里，连口罩的影子都没有。
“中国把这个病毒说得么样么样可怕。你们为么事故意去染上哎？”二姐问。
“有三个原因。一、现在的病毒没有刚开始那么厉害。二、我们打了全套疫苗。三、现在不比一开始，有治疗新冠的有效药物，”我回答。
“屋里把这个病说得好可怕呀。你们染上了是么感觉呢？”
“有点像重感冒。有一天嗓子哑，不能发声。前后两三天就好了。喝了很多水，没有吃一粒药。”
“那就好，那就好。”
“不过这是我们的情况。各地情况不同，你们打的疫苗跟我们就不一样。所以我们的经验，对你们可能并不适用，”我提醒她。
她再三说，“屋里把美国说得好可怕呀。”
“美国怎么样，你们从照片里可以看到，我就不多说了，”我学乖了，“中国骂美国，几十年前就骂，现在又骂。不过以前骂没有关系，家里没有人在美国。现在骂美国，言语稍微要注意一下，家里好几口人在美国呢。”
“我们总是喊美国人美国佬、美国鬼子。美国人怎么喊我们呢？”二姐问得好呀！
“很久以前美国有喊中国佬的。现在谁要是公开喊中国佬，轻则挨批，重则丢饭碗。”
大姐也开始发语音短信，“看到照片好高兴！墟墟刚才讲得好。我就不喜欢别人说美国不好。屋里有人在美国，我巴不得美国好。”大姐聪明，只是没有受教育的机会。
我并没跟大姐说太多话，只是嘱咐她生活要规律，心情要平静，尽量不要操心，避免大喜大悲。两个人心是通的。
大哥发了个短信，向我们致意。二哥这几天正在美国出差。他没有时间到我这里来，我也没有可能赶过去见他，很遗憾。
大哥聪明、正直。长兄如父，我们历来关系亲密，但近来有些疏远。我是觉得，不要因为政治疏远了亲情。事实上，大哥对新冠的深度恐惧造成了自身严重的身心问题。我知道，但是爱莫能助。

You refers to "你们" , not just you alone.
or "chxxk" in front of me. It had to be "weak". Racists like easy prey. they are weak themselves.
是现在才知道美国有歧视？出国的时候不知道？国内没歧视。每个城市人都特看得起乡下人和农民工，高考分数线在各省市和直辖市都一样，北京语言学院里的黑人学生没被中国学生打过。国内新闻自由每个老百姓都可以看到真实的hate crime statistics, 我还是指自己人对自己的人的歧视。说实在的我见过最爱其实别人的人是有些中国人，歧视农村人，歧视黑人，在国内甚至歧视所有老外，叫人家鬼佬。
