Same with police, currency... and further back with language and its later unnecessary complexity.

政府本来就是应人民需要而产生，最早是出于安全和战争需要，后来又加进公共设施的建设及扶贫遏强这个需求。

宪法是所有公民，和历代公民之间的合约。三权，和三权分立都是宪法的产物。三权都无法改变。唯有通过宪法修正案。
