She may have observed some of the ways you carried yourself that made her less confident about you (it may or may not be job related, she may even harbor some prejudice.) So she needs reassuarnces from you that the job was done in the right way. If you are not forthcoming with what she needs, she becomes even less confident about you. Hint: she needs your help to become more confident.
It's a job. You are playing a role. She is the director, who wants you to act in a certain way. If you read too much into the script with your heart and think you know better about the character than she does, you are not going to get very far.
Do not understand some friends here. Why is it so difficult to change the way you think and follow the suggestions from your boss? Have seen many people from China having this kind of problem; very seldomly seen Indian people doing this.
It is so easy to fix, just give up ur worthless ego, and do what your boss asks you to do.

我原来也以为政府工作很轻松,完全要看岗位。忙的忙死,闲的闲死。我这领导确实谨小慎微,什么事也逃不过她的眼睛,其实她自己也很累。她这样micromanage,大家就什么事都汇报,每个email都会CC她,在她手下工作也很stressful.
邻居的狗每天半夜12点狂吠,找警察来管,警察管完了要填无数的表,证明自己的所作所为都合法。目的是如果以后出了大事儿,律师在程序上找不出问题来。但出大事儿的几率非常小,而警察叔叔每次都要填表,做很多无用功。
如果项目跟进是你的职责之一,那就只有做。建议你和头儿谈一下,从她的角度来了解一下为什么这些工作需要跟进,如何能多快好省地跟进。可能她也觉得没必要,但规矩如此。你不做,她不得不说,因为保证跟进是她的职责。
政府工作是铁饭碗,但端人碗,受人管。从帖中来看你是一个有经验,有能力的人,也许换个工作能够发挥你的优点,工作起来更随心得手。

你可以先写一些FOLLOW UP TEMPLATE. 用的时候简单改一下。 FOLLOW UP 是非常重要的。 没事没事, 有事的时候没有这些是非常被动的。
你追着别人follow up, 直到把他们搞得希望减少为止
情况怎样,然后见了上司随口汇报一下,很简单的事。你是不喜欢被上司盯着? 没什么大不了的,多汇报几次你就会习惯了她也对你有信任度了,以后不会再盯着你了。
是你的职责就要做好,做完善。 你老板喜欢你抄送她, 说明她有些不放心你的工作,你认真follow up 每个细节,不出差错的话,过段时间她就不会要你抄送她了。 :)

投其所好,没有必要把自己搞得不开心。不知道政府工作有没有年中和年底评估。可以例举你在follow up上做的改进和努力。话说,你具体什么事老板让你follow up呢?
