Your water heater does not lose water whether it is on or off. It is a close system. Did you ever see steam coming out of your water heater or of your faucets? Your water heater won't lose a drop of water even at normal working temperature.
You may feel a little bit of anxiety when you do it first time. After that, it is easy to depressurize your waterlines when you are away for a long time.

I turn off mine because it is powered by electricity. If you switch it to "Pilot", you will reduce your gas bill. I am more concerned of water leaks than my electricity bill.

还有一个烦人的地方是地下室的sum pump. 这玩意还没法预防，不像水管可以关掉阀门。我有朋友出门回来，一看sum pump 坏了，他运气好水刚刚漫到地毯边缘，晚回来一天就麻烦了。sum pump 只能差不多八年就换新的，降低出事概率。

外出旅行前关掉家里水管的总开关，还有一个问题，如果家里有草地自动浇水sprinkler system，就没法工作了。另外，家里的硬水处理系统（water softener）也要关上，还有就是如果家里有 baseboard heating 的情况也要小心，等等。
我以前外出旅游，没有关掉过家里的总水阀。
你提到的如果外出旅行期间，家里的 sum pump 坏了，也是个问题。
现在我们就让”两害相衡取其轻“来决定，那么问题是两个：
1） 水龙头阀门不关，屋内水管破裂，水源源不断流入。房屋受损，而这个问题将会是突然发生的，这时你不在家里，天知道要漏得怎么样才会停。如果你住的不是SF 房的话，你的邻居也要倒霉。
2） 水龙头本来没事，多关了几次，反而漏水了。 这个问题只要你不是马上就上飞机，是有时间补救的，
所以我在关闸这一点是肯定赞成的，如果龙头到了要漏水的地步了，你关和不关它都是要漏的。
我用的办法是在关的前一两天试关一下看看，也就是先关-开-再关。我觉得有毛病该会暴露出来的。

如果设置在 low/vacation，假如屋内热水管破裂，热水会流出，而家里如果断水了，有可能会引起火灾，当然可能性不是很高。
Gas/Electricity bills 不是主要因素，安全才是。
还有一个问题，在冬天寒冷的地区，如果需要保证屋内不低于一定温度，A/C里的暖气系统在家里断水时应该不受影响吧？
如果设到最低，如果家里热水管破裂，还是有水被烧干，进而造成火灾的风险吧？
抽水马桶漏起水来很厉害，一分钟就一加仑，一天1400加仑，十天1万4千加仑。
