Responsibilities
As Executive Director, Financial Operations, you will oversee financial management, accounting, internal controls, cash management, credit and debt management policies, standards, and compliance parameters. You will also guide actions related to audit recommendations and management.
You will establish effective financial management policies and internal controls. You will direct, manage, and provide policy guidance and oversight of financial management personnel, activities, and operations for U.S. Customs and Border Protection (CBP).
You will advise the Commissioner of CBP, through the Chief Financial Officer, on trends and activities in the accounting and financial management arena. You will also represent CBP with the Department of Homeland Security, the Office of Management and Budget, and the U.S. Government Accountability Office, in negotiations on and implementation of major legislation affecting financial management matters of interest to the agency or having a direct impact on the way CBP does business.
You will manage the direction of financial and accounting programs and policies, and propose which programs or major projects should be initiated, dropped, or curtailed. As Executive Director, Financial Operations, you will ensure the development of a fully integrated cost accounting and financial management system, with effective internal controls capable of producing useful, reliable, and timely
financial and program performance data, including: Reviewing and approving the development, implementation, and maintenance of financial management systems;
Establishing policies, systems, and procedures for controlling appropriated funds (e.g., travel and transportation funds, the forfeiture fund, accounts receivable and appropriation reimbursement funds);
Providing technical accounting advice for field units;
Preparing an annual report to the Department, which includes a description and analysis of CBP financial management status; the annual financial statements prepared and audited pursuant to the CFO Act; a summary of the Federal Manager's Financial Integrity Act Report; and other information required by the President and Congress concerning CBP financial management.
