APAD: No man is above the law.

The Web site where I found this expression said that it dated back to President

Theodore Roosevelt's Third Annual Message to Congress on Dec 7, 1903. If so, it

is young and maybe not time-tested enough to qualify for a proverb.

Its sentiment, however, must have endured eons. For the Chinese, its execution

depends less on people's faith in impersonal systems, but incarnates in rare

individuals, e.g., Mr. Bao, a bureaucrat in the Song Dynasty.

No man is above the law?For the Chinese, it's an exception.

That said, the Constitution is and has to be reviewed and

even revised from time to time when warranted.

Agree ! The key word : "when warranted".

The Constitution should not be amended haphazardly

Unlike in China where the Constitution is frequently amended

the United States Constitution remains relatively stable.

China and the political regime of China aren't the same.

Law is made by man. So an abstract man can be above the law.

if such abstract man exists.
