娃是 MD出生的， birth certificate 需要认证，拿回中国用。

现在我已经做了MD Apostille，收到了。按理现在直接寄给中国embassy 或者consulate 去认证就好。可是我娃是MD 出生，属于中国大使馆认证，在中国大使馆的网页上写着， submit 给大使馆的文件需要美国国务院认证，才能寄给大使馆。但submit 给其他领事馆的不需要国务院认证，直接寄给领事馆就好。

我直接晕死，好吧，那就去美国国务院认证吧。国务院网站显示，中国是1961年海牙treaty country，需要做文件apostille。

然后我就完全被搞晕了，在美国国务院网站，写的是州政府issue的文件不需要additional certifcation。国务院不给issue an apostille for state-issue documents。那我寄去，不是白寄吗？

A state-issued document with an apostille does not require additional certification by the U.S. Department of State or legalization by a U.S. embassy or consulate overseas to be recognized in a participating country.The U.S. Department of State will not issue an apostille for state-issued documents.

你看的没错，两个文件有冲突。

很多年以前在DC大使馆做过认证，那个时候美国国务院也给apostille，这是我唯一的亲身经验。

最近一次两年前，疫情期间托华人旅游社办的。四百元。

你要么自己寄到美国国务院试试，要么找一个华人旅行社帮着办下去，他们经受案件多。否则我有什么办法，
