我的理解是Trump 乐意与中国达成协议，如果中国不配合，美方就自己定规则了，关税该多少是多少不用协商了。目前的升级后的关税，显然是有施压和比肌肉的成份，形同货物禁运（embargo），不是长久之计。所以Trump 说对中国的关税要大降，但不是零。 就是这个道理！
