I think the best timing to buy TQQQ is closed for now
The current market is a bit risky to hold fresh new TQQQ. It may pull back and retest EM50 but who knows. If you aleady have sizable position in QQQ, may just want to hold those cash reserve and wait for opportunity. I would not jump in on new TQQQ position right now

2019最高利率才大约2.45%，现在最高利率5.50%。如果经济稳定的话，利率下降对股市走向有相似性。但如果是2007年，利率从最高大约5.25%一路下降，还是有些大公司撑不住死在2008年降息的路上，经济危机爆发了，股市走向就没相似性了。
