请问 furnace exhaust 和 circuit breaker reset problem

Furnance will not start occasionally (after heavy rain or snow I guess) but it works fine after recuit breaker reset.

HVAC guy came and changed flame sensor recently. I changed induction motor one year ago. 

My "theory" is that the exchust is not that smooth occasionally (rain or snow) so the pressure sensor would trigger alarm and the system is turned off. It will restart after a few miutes. If the exhaust is still not smooth, it will shut off the system completely. After some hrs stop the exhaust will be fine. When the ciruict breaker is reset, the system will work fine (until the next heavy rain or snow). 

Question: 

How do I verify this "theory"?

How can I prevent this from happending again? Anyone with exhaust opening cleaning expereince? bee or spider web choking?
