1971年3-4月,乒乓外交开始。但在此之前的筹划阶段,周恩来把“友谊第一,比赛第二”作为方针。正式提出。周恩来提出“让球”,从此让球成为中国体育界,特别是乒乓球老一辈的共识和传统。
