大批身分不明的中国船只占据南沙群岛牛轭礁海域,引起菲律宾强烈抗议。《纽约时报》报道说,中国这样做,是要实现外交上或国际法上无法实现的目标,而在某种程度上,这种作法似乎是有效的。美国智库专家称,中国的手段“很阴险”。

 

今年3月某一天,220多艘中国船只停泊在牛轭礁海域,其举动引发同样声称对该水域有主权的菲律宾和越南的抗议。菲律宾国防部长洛伦扎纳(Delfin Lorenzana)称中国的举动是明显的挑衅;越南外交部指责中国侵犯其主权,要求这些船只离开。

 

根据美国卫星图片显示,这些中国船只过去一周有一些驶离,但仍有大量船只滞留,况且,驶离的船只只是转移到几英里外的另一处礁岩。而另外又多出45艘中国船只,聚群在牛轭礁以北100英里外、现由菲律宾控制的中业岛附近海域。

 

报道形容,这些中国船只像“不会离开的客人”般停在南海的岩礁,且越来越多。虽然中国声称,这些船只是“躲避风暴的渔船”,但它们看起来并没有捕鱼,几十艘船整齐地聚集躲避“从未来过的风暴”。

 

《纽约时报》报道称,这样的船只集结凸显出菲律宾对有争议水域的控制权进一步受到侵蚀,这可能成为菲律宾总统杜特蒂要面对的问题。批评人士说,中国对菲律宾主权声索的漠视,反映出杜特蒂讨好北京领导层的努力是失败的。美国智库战略暨国际研究中心(CSIS)亚洲海事透明度倡议(AMTI)负责人波林(Greg Poling)对此事指出,中国很清楚地认为,如果在够长的时间里使用足够的胁迫和压力,就能把东南亚人挤出去,这种手段“很阴险”。
