地下室就是给一楼商用的。如果有house meter,也就是地下室用电。室外用灯就是楼上楼下各用的。
在法律上，如果房东housing 用租客付费的电，而租客并不知情的，那就成问题了。
额这里这种状况不成立。
额想可能是building code不断改变才会这样...旧code 还是延袭grandpa 法律，所以才会有有的房子不用housing meter.

各地规定不同。我这按我的理解，如果是上下两个单元的multi，楼外、地下室、楼梯上的灯算是在common area，最好放在house meter上。像我这好像是要求房东付common area的电费，如果是房客付了，房客如果懂的话，可以去法庭要求赔偿，有案例房东被判赔偿房客过去几年的电费，注意不是仅赔偿common area部分，而是房客过去几年所有的电费。我前几年听说了后就马上加了house meter，把所有common area用电重新连到house meter上了。 如果是左右分开的duplex，不共用出入口地下室，我理解就不用house meter。 NH的规定可能不同，查一下，心里有数。
