On November 6, 1998, U.S. President Bill Clinton issued a memorandum for the Secretary of the Treasury and the Attorney General expressing concern about sellers at gun shows not being required to run background checks on potential buyers.[52] He called this absence a "loophole" and said that it made gun shows prime targets for criminals and gun traffickers. He requested recommendations on what actions the administration should take, including legislation.[39][52]
During his campaign and presidency, President George W. Bush endorsed the idea of background checks at gun shows. Bush's position was that the gun show loophole should be closed by federal legislation since the gun show loophole was created by previous federal legislation.[53][54][55]President Bush ordered an investigation by the U.S. Departments of Health, Education, and Justice in the wake of the Virginia Tech shootings in order to make recommendations on ways the federal government can prevent such tragedies. On January 8, 2008 he signed the NICS Improvement Amendments Act of 2007 (NIAA) into law.[56] Goals and objectives that the NIAA sought to address included:
The gap in information available to NICS about such prohibiting mental health adjudications and commitments. Filling these information gaps will better enable the system to operate as intended, to keep guns out of the hands of persons prohibited by federal or state law from receiving or possessing firearms.[57]
At the beginning of 2013, President Barack Obama outlined proposals regarding new gun control legislation asking congress to close the gun show loophole by requiring background checks for all firearm sales.[58][59][60] Closing the gun show loophole became part of a larger push for universal background checks to close "federal loopholes on such checks at gun shows and other private sales."[61]

在控枪问题上美国政府的角色是很尴尬的，尤其共和党主张小政府。现有的政治体系能不能体现民意？控枪是矛盾的焦点还是美国现有政治制度是矛盾的焦点，这个首先要搞清楚。不然一说到控枪就遇见第二修正案，大家到底在谈枪还是在谈政府的伦理基础？
如果大家对美国政治体系的伦理基础没有质疑，那就继续通过各种渠道提议案改变枪支管理现状。如果大家对这个体系的伦理基础有质疑，那就先谈第二修正安，再谈枪支管理。这两件事情不可能搅在一起解决。
共和党主张的小政府对控枪不作为是符合小政府本身的逻辑主张的。以美国三权分立的体系来说，政府没有权利控制人民的任何行为。公民的行为由法律和执法人员界定是否合法，而法律法规是民意通过合理程序的体现。民选政府只是协调执行并保证民意上行，法规下行的这组双向管道畅通。民意成为法律，然后依法治国。这是美国政治的伦理基础，以次防止集权和极权政府出现。历史的经验告诉大家，人民没有武器就可能会成为“政权”养的猪。什么时候养，什么时候杀，养多少，养哪个品种，养多久，按“政权”的需求和计划来。而政权的杀戮不是以两位数计的，这个我想无需举例说明。
如果大家认同美国的建国政治伦理，不打算动摇美国现有的体系，那么希望控枪的民众只需对枪支管理提出技术性管理意见，有效提升枪支管理能力必然会得以实现，而不是盲目的喊控枪禁枪。反之，拥枪的伦理基础是和美国的建国伦理绑定的，在美国在禁枪不可能，控枪的阻力也很大。
里根留给美国枪支协会的名言——不是枪杀人，是人杀人。里根说这句话的时间是被枪袭醒来后说的。所以反对拥枪的人不必问支持拥枪的人，如果你和家人遭遇枪击了，你还会支持拥枪吗。对于一个清醒或勇敢的拥枪信徒，这种问题是滑稽而不恰当的。己所不欲勿施于人，你不想拥枪就不许别人拥枪，这显然不是正确的想法和作为吧。拥枪的人并不强迫别人拥枪，拥枪的人并不个个是歹徒，他和他的的枪都没招你也没惹你，你凭什么让他放弃他想要的成全你想要的呢？没准他心里想的是，你这窝囊废，等你遇到歹徒时，你后悔没枪也来不及。
“不是枪杀人，是人杀人”这句话说出的是一个事实和本质。是人要杀人才造出了刀枪剑炮核武器。控枪解决不了人要杀人的根本问题，即便禁枪也解决不了。当然这不是不解决表象问题的借口，应该说这正是解决表象问题的下手之处。治不好癌症不妨碍给点吗啡止痛，控枪能解决的大概是这个层面的问题吧。
你和家人的生命或者说生存权随时随地有可能被一个疯子剥夺。如果你已经开始常常有这样的恐惧，那么你有权利发出控枪的声音。如果你没有这种恐惧，或者你认为消除这种恐惧最好的办法是拥枪，那么我也可以理解，并不表示反对。害怕的人需要保护，勇敢而清醒的人容不得你剥夺。
我个人来说是不支持持枪的。一没有打猎杀生的爱好，二不打算为了保护自己的生命财产跟别人拼命。三没有保护别人生命和财产的能力。我个人来说也没法支持禁枪，剥夺别人自由的事我干不了。我有条件的支持技术性控枪，毕竟草木皆兵的世界有自由也是假想的自由啊。
校园枪杀发生后的第二天，一位叫Kelly Guthrie Raley的老师在她自己的Facebook上发表了一篇长文，主要谈到家庭教育的缺失。这是众多控枪呼声中的另类声音。
个体的行动力和影响力最远能去到哪里？法律能覆盖到哪里？政府的执行力能去到哪里？这些技术问题，我相信时间会不断刷新答案。
但是，人该不该有枪？这样的伦理问题，谁能给出答案请告诉我和大家。枪从哪里来，会到哪里去，枪存在的意义是什么？关于枪的哲学考量，如果谁有答案也请告诉我和大家。
接下来，关于枪的政治考量，经济考量，社会考量，相信每个人都能说出一箩筐，我就不要听了，因为公说公有理 婆说婆有理。我想知道的是作为人，个体的单纯的纯粹的人，你想对拥枪控枪禁枪说什么。一，你可以有，你不想有。二，你不想有，你可以有。三，你想要有，你不可以有。四，你不想有，你没有。你是谁？你愿意做谁？
